A ground stop is an FAA order that halts departures headed to a specific airport — usually for severe weather, an equipment outage, or congestion. Aircraft already airborne continue; everything else waits at its origin gate. A ground delay program is the milder version: departures are metered with delayed slots instead of stopped, which is why the FAA publishes an average and maximum delay for each program.
